Dear Sir,
Shortly you will be hosting heads of States of all countries who will be
coming to the United Nation's headquarters to attend the
millennium Head of State Summit Mr. Jiang Zemin, the president of Peoples
Republic of China and its prime minster Mr. Zhu Ronji will be among them. They
represent a government that repeatedly have been criticized for its bad human
rights record both by international human rights organisations and democratic
governments. The Beijing regime is violating the human rights of its own
citizens, including
so called national minorities, like the Uyghurs, Tibetans, the Mongols and
democratically minded Han Chinese, whom it must to protect and
safeguard. We are representatives of the Uyghur people, the ancient
inhabitants of Eastern Turkestan, which the Chinese regime call it "Uyghur
Autonomous Region of Xinjiang". Xinjiang means "new frontier" or
"New dominion". This territory, which declared its independence in
1933 and 1944 is under Chinese communist occupation since 1949. We,
including most of the diaspora Uyghur organisations operating in four
continents,(there are more than half a million Uyghur population living abroad,
mostly in three Central Asian Republics bordering
Eastern Turkestan) established an umbrella organisation on 16th October 199, in
Munich, Germany to promote the just cause of the Uyghur people in international
arena. The Congress' aims are, among others to bring the plight of the Uyghur
people to the attention of
the world community, and promote the basic rights of them, including the right
for self-determination, under universal declaration of human rights. The
Congress is an elected body, which upholds democratic values, dedicated to seek
peaceful solution to the
problems, wants to contribute for peace and stability, and seeks cooperation and
support of the governmental and non-governmental organisations, in its
deliberations. The Chine communist regime have been implementing a policy of
genocide against the Uyghur people. Systematic and gross violations of human
rights perpetuated on Uyghurs are well documented by international human rights
organisations. Thus, according to Amnesty
International what was uncovered in Eastern Turkestan about human rights
violations may only be the tip of the iceberg... and the world
community can not stand by and remain silent in the face of these
violations. Excellency,
We kindly ask you, as the head of the World Government, to use the coming
occasion to call your Chinese hosts: To stop executing political prisoners
in Eastern Turkestan
To free all prisoners of conscious, including famous Uyghur businesswoman Mrs.
Rabiye Kadeer To stop persecution of freedom seekers and believers To stop
resettlement of additional Han Chinese migrants into Eastern Turkestan To
begin a dialogue with real representatives of the Uyghur people at
home to defuse the tens situation To seek peaceful political solution for the
problem, instead of
terrorizing the civilian population Thank you for your
consideration.

takes place. We, ask you kindly to reaffirm your firm stand on the human rights
issue on the coming occasion and during your encounters with communist Chinese
leaders, and call them:
To stop executing political prisoners in Eastern Turkestan To free all
