Kazak and Uygurs ,WHY?

Kazak & uygurs are brothers ,relatives and one nation  belong to one area and religion .what happened now?  Why Kazak government treats Uygurs so badly ?  to answer this question please read this report:

The background of the this incident is Kazak government reportedly signed an agreement with China to send back all the Uyghurs who are Chinese citizens whether they are staying in Kazakstan legally or not. Chinese citizens of other ethnic groups are not covered in the agreement.  As a result, Kazak police began to search for Uyghurs. After the border between China and Kazakstan openned in late 80's, many Uyghurs went to Kazakstan to visit their relatives or do business.  In recent  years, some Uyghur who were perceived as separarist by China also escaped to neighboring countries such as Kazakstan.  Many of them have to outstay their visas and live in hiding.  Because they know what happened to the Uyghurs who   were forcefully returned to China by Kazakstan government.  Three Uyghurs, Hemit Memet, Kasim Mahpir and Ilyas Zordun were forcefully returned to China  by Kazakstan in February 1999, and were executed by Chinese government.    China is using its political and economical leverage to force these Central As  ian countries to adopt a discrinative policy towards the Uighurs.  Those  Uyghurs must have shot the police to escape death.  They were forced into  making a choice between cooperating with police and face deportation and   death or shotting them to escape death.  I do not condone violence of kind, but, in this incident, Kazakstan  government is the initiator.  If they did not disregard the international  Human rights standards, this tragedy would not have happened.

The four   gunmen  were killed on the spot," he said.  Tokayev said the men belonged to a banned organization called East   Turkestan, which advocates independence from China.  Uighurs are Turkic-speaking Moslems who live in the northwestern   Chinese  province of Xinjiang. Activists have struggled for decades to   establish an   independent state, triggering a crackdown by China.  About 600,000 Uighurs live in Central Asia, having moved to escape  what  they say is repression by Chinese authorities.  Tokayev said the men were also suspected of having committed a  series of  murders in neighboring Kyrgyzstan, home to a large Uighur diaspora.  Two   Chinese businessmen and a leader of Kyrgyzstan's Uighurs were killed  earlier this year.
