11. The people of Hotan forced the Chinese authorities to kneel down

The secret speech of Wang Lequan makes it obvious that the ethnic  anti-Chinese movement started in Hotan area on July 1998 finally forced the Chinese government to submit to the people of Hotan. The Communist  authorities realizing that the rottenness, taking of bribes, violation of  the local officials and the poverty of the Uygurs are the main factors that  could lead to loss of the region, and in order to win the Uygurs over to  their side, tried to feed them putting forward the campaign of "paying  attention" towards the population of Hotan. The Chinese Government began to  understand that by different economic policies carried out in Eastern  Turkestan resulted in hostility of Uygurs towards the Chinese authorities  and gradually forced it to approach to the brink of loss of Eastern  Turkestan. The different economic policy in Eastern Turkestan, when the Chinese Government invested capitals to the regions with high percentage of  Chinese population like Shihanzi, Kuitong, Urumchi, Korla, Sanji, Komul, and  Altay instead of those regions with Uygur predominance like Kashgar, Atush,  and Hotan, led to a great lap between the regions where the Chinese  population prevailed and densely populated Uygur regions. Of cause, as the  Chinese government is realizing now, this was one of the reasons of the Uygurs' discontent  Speaking about this Wang Lequan first of all discussed the necessity to  increase the number of the officials, which have already lost the local  people's support. He called for putting into practice "3 big discipline, 8  attentions", that means to avoid actions, which could harm people, to avoid  being rough with people and to act very politely, to avoid abusing spending  common money, and by doing to reveal the burden of the farmers. Wang Lequan  explained: " by these means we should restore good image of the Communist  Party, People's Government, the Communist cadres of different ranks. The  relations between the people and the cadres we have nowadays are very  favorable for the enemies. If our cadres harm the interests of the people,  the enemies will use this in their favor". The advices given to the  officials on how to avoid rottenness, taking bribes, violation in their relations with the ordinary people, do not aim at improvement of the  official's service to the people, but at temporary decrease local people's  discontent and not to create the favorable conditions for the anti-Chinese  forces.  Besides, to get the local people's support Wang Lequan repeated again and  again that hence Chinese Government would conduct a policy of wide support  of Uygurs in Hotan region and promised the best facilities to Uygurs. Making  precise, Wang Lequan told that in upcoming future the subsides of the State  to the Hotan district will increase, that the practice of collecting  residents' money for the constructions, for the construction of bridges,  roads would be stopped, that the State would fully subside the constructions  of water-canals, the asphalt ways; those whose harvest does not exceed 300  kg will be allowed not to hand it to the State,  those whose income does not  exceed 700 yuans per year will not pay taxes, that the Government will  provide Hotan with products if it will have problem with this, that the  workers and employees will have special cards to get their salaries in Banks  etc. Practically Wang Lequan gave to the people all promises in the world.  "Given that our enemies use for their favor facts that our cadres damage the  benefits of people, we have to pay attention to the life of the people, we  must promptly help those who face with difficulties or disasters, it does  not take a much money, and by doing this we can get support of the people".  So Wang Lequan tried to take measures after having been beaten by the  people. Wang Lequan could find very attractive explanation of why the  Communist Party did not practice the policy towards the people described  above: "We are not giving these instructions just now, the State gave them  before. But you did not implement those instructions, so we must do it now  by all means". Thus justifying the Communist Party Wang Lequan tried to  accuse the officials in the fail of its policy.  Wang Lequan in his speech informed the different spheres of the economy in  Hotan like post-telegraph, communication, transport, product-producing field  that would be specially subsided by the government. "By this we will give no  pretext to the enemies". So the aim of the policy of attracting the people  is not to improve its life  but to separate and isolate the anti-Chinese  forces fighting against the government from the local people. Wang Lequan  also emphasized that all governmental actions must be held with pomp.  If we generally analyze the report made by Wang Lequan we can conclude that  the Communist Party of China, which had hard position in Hotan district and  almost lost the support of the local population, decided:"if we feed the  hungry people a little bit, they will get more quiet", because to loose the  support of the local people means to loose the region of Hotan. The Chinese  Communist authorities finally had to come to this decision because majority  of the Hotan region sympathizes with the anti-Chinese forces. Thus the  Communist Party boasting itself had to kneel down under the pressure of the  people of Hotan! The Chinese Communist Party did not come to the decision  described above by itself, but jus under the actions of those who are  struggling against it being fully supported by the people of Hotan. This is  the case that could be excellent example for whole Eastern Turkestan.  It is worthy to remind here that the Chinese authorities decided that "it  is enough to feed the people to resolve all problems" and started  undertaking some actions in this direction. This shows that the Chinese  authorities consider the Uygurs to be animals like sheep, which just need to  be fed. Certainly the poverty of the people and shortage of products also  contributed to their uprisings against the Chinese rule, but what is more  important the main reason of the anti-Chinese actions in Hotan was a  violation of the principle human rights of Uygurs, which dream to be masters  of their lands and live in a free society!
