16. Who is Wang Lequan?
Dear compatriots, the secret report made by Wang Lequan in Hotan can be regarded as a generalization of the Chinese Communist Party's present policy in Eastern Turkestan and its perspectives. At the same time Wang Lequan's words are the best confirmation of the crimes committed by the colonial Chinese rule against the human rights in Eastern Turkestan! His speech is also very important for the working out the tactics and strategy of anti-Chinese forces in Eastern Turkestan and abroad. Wang Lequan's report made in Hotan describes its author as a typical devoted Chinese Communist and classic zealous representative of the communists' generation of 1950-60s. His biography shows this more clearly. When we look at his biography it resembles very much the biography of another devoted Communist from Eastern Turkestan Tomur Dawamet. According to the accounts on Wang Lequan's biography given in "Xinjiang year book" published by Chinese authorities, he was born on December 1944 in the province of Shandong, in the district of Shuguan, and joined the Communist Party on March 1966, since September 1965 held positions. His first positions were the deputy Chief of the Hu Ji Commune in the district of Shuguan of Shandong province, the member of the permanent Council of the Revolutionary Committee, the member of the Communist Party organization of the Commune, the deputy Chairman of the Commune's Party Committee of the town, the director of the district revolutionary Committee, the deputy Chief of the Communist Youth Organization of the district, the deputy Chief of the Party Committee of the Liaoqing district, the deputy Chief of the Shandong province. This list of his positions demonstrates that Wang Lequan did not have any professional training and professional qualification except that of Communist Party. In 1990 he has been replaced from his position of the deputy Chief of Shandong province and appointed as deputy Chairman of the Government of "Xinjiang Uygur autonomous region". Actually it was dismissal of Wang Lequan because Shandong province was one of the most advanced regions with rapidly developing economics. Last times the Chinese communist Party seriously carrying out cadres' reforms in the seaside regions replaced a group of the Communist leaders who were trained traditionally in classic way and did not meet the requirements of new time by young Communists with high professional skills and more open for the economic reforms. In the result Wang Lequan who was a classic traditional Communist with no professional skill except the party training and no merits except devotion to the Communist Party might be exiled to Eastern Turkestan. On the other hand the Chinese Government never paid attention to the development of the economics of the ethnic regions like Eastern Turkestan and Tibet, the industrial development in China was limited within the China proper. The Chinese Central Government made these regions nothing but the source for the raw materials, that is why the Chinese never need skilful leaders who could develop the economics of these regions, but need the devoted and merciless communists like Wang Lequan who could maintain the communist consciousness and ideology in these regions and carry out the Center's policy of suppression and violence here. This was the reason that Wang Lequan who was no longer in use in the inner provinces of China was able to get successes and very rapidly made his career in Eastern Turkestan. Very soon he was transferred from the position of the Deputy Chairman of the Government of "Autonomous Region" to the post of Deputy Secretary of the Communist Party Committee. When in the end of 1995 the Central Committee has replaced the Secretary of the Communist Party of the "Autonomous Region" on some political reasons, his position was given to Wang Lequan. Wang Lequan officially has been appointed the Secretary of the Communist Party of "Autonomous Region" on December 27, 1995 by the special decree of the Central Committee of the Chinese Communist Party, simultaneously he was appointed as a Candidate member of the 14th Plenum of the Central Committee of the Communist Party of China. Wang Lequan could hardly dream that sometime he would get such highest position when he lived in Shandong.
