5. aim exiling the village and county cadres?

In the 5 th part of the secret report of the Communist Party's Committee of  so called "Autonomous Region" Wang Lequan put forward the problem of  exchange the village cadres, to say frankly the problem of their exile from  their own place to others. He tried to impose the responsibility for the  serious political situation on the local Uygur cadres of villages and  neighborhoods.  Explaining the reasons of the policy of exchange the ethnic cadres between  different villages he said:  "We must put into practice the exchange of the  village and county cadres, because being surrounded by relatives, friends  and acquaintances at their own places they are not independent in political  issues. We have to fulfil this plan of exchange in 3-4 stages. It will not  be effective if we replace only the executives, since the main group of the  cadres are from the same villages where they live, so we have to exchange  these cadres too". Wang Lequan expressed regret on the fact that the cadres  could not adjust for the oppressive policy of the government and that they  try to avoid harming their countrymen. Speaking frankly that means the  Chinese government does not trust the cadres from villages and counties.  Explaining the reasons of the exile of the cadres from villages and  counties Wang Lequan said: "If someone wants to be a chief first he has to  be able to leave for alien places to work. In order to carry out the  campaign of the exchange of the cadres effectively we have to propagate the  demands of the Center on this issue. Why must we do this? Because it is  necessary to create the special positions not related to production sphere  as well as the comfortable conditions for them to work zealously and to full  effect." 

Dear compatriots, Wang Lequans statements cited mean that the Chinese  Communist government being not satisfied with the loyalty and sincerity of  the cadres to the Communist Party, worked out the concrete plan of their  punishment through separating these poor people from their places, relatives  and countrymen and forcibly sending them to unknown places. On the other  hand it means that the authorities came to conclusion that the Uygur cadres  being closely connected to their countrymen were not able to fulfil the  policy of the Communist Party at their places and they must be given  possibility to act more independently at other unknown places steeling their  loyalty to the Party.  Perhaps when Wang Lequan was talking about this plan to the high officials  the latter were getting anxious about their own future, since Wang Lequan to  calm them down said the following: "I want to talk a little bit about the  officials of the "vilayet" (region) rank, of cause the system of cadre  exchange will be common for all ranks, but to make the permanent service  serious in the Hotan region, it does not cover the officials of regional  rank in Hotan. You should not think that you will also be the object of  exchange and continue working calmly, at present we need to exchange and  reinforce the cadres of villages and counties only".  Dear compatriots, if these words of Wang Lequan tell us that the high  officials of Hotan district keep loyalty to their masters in their policy of  oppression towards the local population, on the other hand they clearly   point the great difference in the attitude of the Communist Party towards  the high and low position officials and that the Communist Party is  gradually loosing its influence among the regular people and has to limit  its activitiy by the towns. That is why Wang Lequan realizing this danger  called for reinforcing the cadres of low ranks within the short time. He  said: "We have already begun reinforcing the low cadres. Generally speaking,  in the process of reinforcement of the cadres of the village and county  levels we have to choose young capable men from the highest officials and  send them to the villages, we should extremely increase the number of the  cadres of the low levels, they must work shifting group by group, some of  the comrades will be sent to other places to get trained".  At the same time Wang Lequan being not able to trust the Uygur cadres also  told about necessity to increase the number of Han-Chinese cadres in the  villages by replacing those sent to other places. Even not getting shy he  said: " In the course of increasing the number of the cadres of the main  level we must have a proportion of 2/3 minorities and 1/3 Han-Chinese  cadres".  Let us think: according to the "Xinjiang year-book" published in China, at  present there are 844 counties and more than 10,000 villages within them in  Eastern Turkestan, the number of the village and county cadres exceeds  100,000. If, according to Wang Lequan, Han Chinese will replace 1/3 of them,  our Uygur villages, which did not have large number of Chinese population  will be attacked by Chinese immigrants at once. If we look at the region of  Hotan, according to last "Xinjiang year-book" it has about 1 million 504  thousand population, including 1 million 461 thousand Uygurs, about 41  thousand Han-Chinese; 99 % of these 41 thousand Chinese live in the towns  and the centers of districts. Hotan region belongs to those areas of Eastern  Turkestan with a small number of Chinese immigrants, while Uygurs compose  the majority of the population of Hotan region. In this term Wang Lequan by  saying "1/3 part of the cadres in villages must be Han-Chinese" actually  means "1/3 part of the population in villages must be Han-Chinese". Hence we  can conclude that the Chinese authorities are intensifying the plan of  moving the Han Chinese to the Hotan region by instigating intentionally the  political troubles in Hotan! It is obvious if several ten thousands of Uygur  cadres from more than 100 villages of Hotan area will be exiled under the
mask of "exchange of cadres" policy to other places, their own lands,  houses, orchards will be passed on to Han-Chinese settlers coming to replace  them! The Uygur people must pay serious attention to this issue.  6. The Chinese authorities lost their "communist adherents"  In the 6th part of his secret report the Secretary of the Communist Party  Committee of so called "Autonomous Region" discussed the general situation  with the activities against Communist power in the sphere of education in  Eastern Turkestan and the measures to be taken to prevent them; this theme  consisted the main part of the whole report. Wang Lequan had to acknowledge  that at present the Uygur pupils and teachers in Eastern Turkestan are  getting more and more far from the communist consciousness and ideology,  their enmity to Mao Zedong and Communist Party is growing more and more,  even in the elementary schools the ethnic consciousness is growing day by  day. Giving some examples of these situation Wang Lequan said: "That we  should not underestimate the problem of education is clearly seen from the  next example: in Hotan 3722 pupils of the elementary school tore the picture  of the Chairman Mao in their text-books. A pupil of the 5th grade told that  he had begun tearing the picture of Chairman Mao since the 1st grade, so he  had been torn for 5 years…what took place in the secondary schools in the  town of Guljia, district of Guljia and in the secondary school #5 of Nilqa  district during the fight with the separatists during several years, i.e.  during the fight, breaking, robbery on "5th of February", really frightens  us, that is why we should not underestimate the problem. If we look at the  events of these several years we find that some teachers from their tribunes  openly called the pupils to rise for "gazavat" (sacred war against  faithless), for Xinjiang's independence, for separatism…"  Wang Lequan also said regretting "In terms of the guaranties of stability  in Xinjiang the educational system is one of the weakest one".  Without getting in details of the analysis of Wang Lequan's speech, it  becomes obvious that the Communist Chinese rule is coming to its end in  Eastern Turkestan, it almost lost "adherents of Communism and Socialism" in  Eastern Turkestan, at the same time the ethnic consciousness and entice  feelings replace the communist consciousness in the sphere of education in  Eastern Turkestan, the Communist regime suffers defeat in the ideological  struggle among the people of Eastern  Turkestan. Since educational system is  of great significance in the ideological struggle and it determines the  final victory. That the entice consciousness and feelings began replacing  the Communist consciousness in the educational system in Eastern Turkestan  testifies that the Chinese Communist rule in Eastern Turkestan has been  defeated in the ideological struggle, because the educational system is the  factor that determine the results of any ideological struggle. Especially  the students of the secondary – elementary schools in Eastern Turkestan,  including youth are the main armies that will determine the future of Uygur  Nation. That the pupils of the elementary school in Eastern Turkestan was  tearing the picture of Chairman Mao during 5 year period means that the all  great deeds of the Communist Party in the ideological sphere were absolutely  not effective. That is why this situation in Eastern Turkestan extremely  worries the Chinese Central government.  Wang Lequan informing about such anxiety of the Central government said:  "When we have sent this information to the Center, on the 12th of December  comrade Hu Jintao told " Comrade Lequan, the fight with the separatist  forces in the Hotan region is really serious and complicated fight, and one  of the main problems of this fact is to win the young generation over to our  side, so I hope that after having thoroughly analyzed the measures to  correct the situation you will guarantee the young generation well-being  with the purpose of long term rule and peace ", comrade LoGen also  instructed comrade Zhuo Shentao saying: "These are the well organized  incidents, so I hope you will ascertain the organizers"  Dear compatriots, the above instruction by the vice-president of the State  Hu Jintao and Commissar of the State Affairs Lo Gen, on one hand points that  the movements against Chinese rule in Eastern Turkestan, including Hotan  region, extremely worry the highest leaders of the Chinese Communist Party, on the other hand confirm that the oppressive policy of the Chinese  authorities towards the people of Eastern Turkestan specifically a "hard  blow" campaign is controlled by and held under the leadership of the Central   Government of China. That the State Commissar of China Lo Gen staying in Beijing, instructed Zhu Shentao, deputy Chief of the service group sent by  Party Committee of Autonomous region to Hotan, testify that political  tension in Hotan district was planned and directed by Central government. I  want especially to draw attention to this point because there are still some people who believe to the policy of Central government of China and think  that only the local Party leaders are responsible for distorting the policy  of the Center. The policy of oppression towards the people of Eastern  Turkestan during last 50 years has been planned and held by the order of the  Communist Government as well as the present political campaigns of "hard  blow", "correct centralizing"! Another example is the special meeting of the  Central Committee of the Communist party of China held in 1996 in Beijing to  discuss the problem of stability in Xinjang ("Special meeting of defense of  the stability in Xinjang") that further  issue of the "secret document #7"  which extremely intensified the persecutions in Xinjang. All these facts  confirm that it is the Central Government that demands the local officials  to carry out its oppressive policy in Xinjang. That is why we should be  sober about the false propaganda of the Communist China!  7. The "cleaning" measures of the Chinese authorities in the sphere of minority's education At present the Communist government, staying at the brink of loosing the  "Communist adherents", put all responsibility for this on the Uygur  teachers. For instance, as Wang Lequan told in his secret speech " The  t chers from their tribunes openly called the students for the sacred war, propagated the ideas of Xinjiang's independence and separatism". Here Wang  Lequan forgot or pretended to be unaware of the fact that the communist  ideology, which have brought so many disasters to the world have already  become useless, that the reason of the fail of the socialist consciousness  in Eastern Turkestan is the Communist Party's rottenness, despotism, agility  and its violent nature. In his speech Wang Lequan told about the ways to strike the Uygur teachers:  "To determine suitibility of the teacher first of all it is necessary to  check if he trained well in political sphere, then to check hi professional  skills, those who are not reliable must be punished. The teachers who did  not leave their native places must be sent to other places. Those who do not  meet the requirements must be dismissed. When dealing with the troubles you should not limit investigation by the pupils only, but learn the background  and reveal if there were the social reasons or those originated at school.  In my opinion we have to reveal the reasons in the administration of schools  or among teachers!"  Dear compatriots, the words of Wang Lequan describe the results of very  skilful policy of Chinese Communist Party in the sphere of education in  Eastern Turkestan. I draw your attention to the fact that suitability of the  teachers to their positions depends on their political training! What's  absurdity! Very strange incident that has never occurred anywhere else. All  this describes how the Uygur teachers are humiliated in Eastern Turkestan.  It is also obvious that the Chinese authorities never gave Uygurs  possibility to learn science and technology. The Chinese government  subsidizes the educational system in Eastern Turkestan not to give the  Uygurs good knowledge of sciences and technology, but to make them faithful  adherents of the Communist ideology. Everybody knows that over many years  the Uygur youth after having graduated from schools can not find job because  of the labels like "strong ethnic consciousness", "low political  consciousness", "weak in political issues"…many gifted Uygur intellectuals  are also unemployed because of the same reasons. To be brief, such policy of  Chinese government in Eastern Turkestan decrease the interest of Uygurs to  science and technology.  In his report Wang Lequan tells that the teachers who are not faithful to  Communist Party should be dismissed and exiled, it means that the education  in Esatern Turkestan is under strong political pressure. His statement that  the teachers must be sent to other places mean that under Chinese rule a  group of Uygur teachers faces with problem of devastation. The plan of  replacing teachers concerns those teachers from villages with lowest  salaries (in 1992 their salary was about 60 yuans, at present between 100 and 200 yuans) who are permitted to combine teaching with working as farmers  to get additional money. If these teachers will be sent to other places they  will loose means of subsistence.  In his speech Wang Lequan said: "Education is one of the principle basis,  but we do a little in this sphere, so it is necessary to strengthen the  leadership over educational system, first, the leaders of the educational  system must be very strong and be reinforces, every leading establishment  has to chose well trained cadres o send them as Party organization  secretaries or directors of schools, but to chose thoroughly. According to  the report of Wang Lequan, hence the minority's schools will stop training  professionals and will attacked by the loyal communist officials.  Wang Lequan determined the tasks of the loyal officials coming to schools:  "They must examine all defects in the leadership works, to reveal the  matters of trouble and liquidate them, otherwise take actions!" However Wang  Lequan did not precise what kind of actions must be taken, anyway they must  be suppressive!  Wang Lequan's words point that the educational system in Eastern Turkestan  will soon faces with changes and active political campaigns, but patient Uygur people have already adjusted to such political campaigns!
