15. What Wang Lequan is about to do in Hotan?
Dear compatriots, in the initial parts of this article we have already discussed that at present the Chinese authorities were loosing support in every sphere of life in Eastern Turkestan, even that of the elementary school pupils, the cadres of the middle ranks, the old Uygur Communists etc. In the 14th paragraph of his secret report made in Hotan the Secretary of the Party Committee of so called "Autonomous region" Wang Lequan expressed his concern on the local policemen and armed cadres in the places with dense Uygur population, he expressed his doubt that they were not reliable enough and once they could use their arms in their favor. He said: "if the policemen, armed cadres are not reliable in terms of political training, they must be removed, because they possesses the arms and it is quiet serious, they need weapon but this weapon must be used for the society's security, we have to learn this matter well". Dear compatriots, as you know, more than 95% of the policemen and armed cadres in the regions when the Uygur population prevails like the regions of Kashgar and Hotan are Uygurs, because the Chinese policemen do not know the language and customs of the indigenous people, the Chinese authorities use the Uygur policemen against the farmers of the villages. When the situation in Hotan got serious the Chinese authorities began to worry about the reliability of the local Uygur policemen and cadres. That the Uygurs composed majority in the countryside caused the Chinese government anxiety just because they were not Han Chinese. This clearly shows the chauvinistic nature of the Chinese rule, which does not trust people even if they are faithful but not Chinese. In the final part of his speech Wang Lequan focused on two problems that should be considered to be the main ones. Firstly, he repeatedly told that the officials of different ranks have to improve and strengthen the political training, that it was necessary to check permanently if they have improved political skills or not, if their banners were clear or not. Secondly, he said that it was important to improve the relations between the governmental officials and the ordinary peoples, and resolve the problems existing in the relationship between the ordinary people and cadres. So, we can see from the report of Wang Lequan that the loyalty of the governmental officials and communist cadres from the local people is getting weak, that the prestige of them among the people is decreasing, so that this issue became one of the most serious problems for the Communist party, because the colonial Chinese regime relied on the loyalty and devotion of these persons. To some extend, the Chinese Communist regime saddled these faithful local officials letting them in turn saddle the ordinary people, and this allowed the Chinese to rule successfully in Eastern Turkestan, but now if these loyal Uygur official are getting unreliable then the Chinese are loosing the way they used when governing. That is why the Chinese Communist regime regards this as very significant problem. But the Chinese regime has forgotten that the rotten beam could not be in use for a long time! Wang Lequan in the final part of his speech told that he visited Hotan this time to examine the situation here and after going back to Urumchi he would use all possibilities available in "Autonomous region" to help Hotan. This means that the Chinese government will strengthen the policy of suppression and violence in Hotan region.
