2. Is Wang Lequan a Party Secretary or a Judge?
In the first paragraph of his secret report Wang Lequan calling for strengthening the "hard blow" campaign and especially for acceleration of efforts to pursue and capture the leaders Yasin Mamet in Kashgar and Shireli in Hotan districts, gave a general description of the present position of the underground movement fighting against Chinese authorities in Eastern Turkestan and especially in the Hotan area. "We must not give a breath to the enemy by "branching the ends of the thread, digging deeply, checking thoroughly". We should not underestimate the enemy. Although according to the cases exposed over last several months in the result of the hard blow the enemies are running away and being in hide everywhere. For instance, on the 15th of December four persons have been caught when seeking the place to hide in the desert and their leader was unable to move because of spending more than 50 days in the desert hiding, of cause we can not say that all enemies are in such condition, we can say at least in Hotan district we have taken an initiative in the struggle against the enemies, and the best suggestion at present is not to fight passively, but to pursue and strike them a victorious blow". Dear compatriots, the Wang Lequan's words cited above show how weak and wretched the position of the Chinese Communist authorities in Eastern Turkestan is. Because Chinese ruling circles having brought numerous military forces to the Hotan district and mobilizing all economic forces to this area since August of last year, systematically advanced suppressing the insurgents, at present say that "they have taken an initiative in the struggle against the enemies". This contradicts with the allegation of the Communist Chinese propaganda that the Chinese deal with the actions of a "small group" of people, instead it clearly shows that they deal with the strong mass movement supported by population. At the same time Wang Lequan's mention of the passive fight with the enemies points that the anti-government forces Hotan still keep initiative in the course of the "hard blow" campaign. In the first paragraph of his secret report Wang Lequan discussed the concrete plan of the "hard blow" campaign: "We have to examine again and again all cases of the interrogations and the ends of the thread we have already caught, and more intensively research the concrete plan of the "hard blow" and its fulfillment. Comrade Ismail Tilwaldi has to stay permanently in Hotan and command the actions in Kashgar and the valleys of Yurunkash River; the enemies are hiding not only in the Hotan district, and we should not confine ourselves to the certain district, because they support each other, so we must form very strong force consisted of the organs of social security, religious propaganda, and command the actions within the "hard blow" in this vast territory of Hoten and Kashgar. The Wang Lequan's words cited above testify that governmental actions of "hard blow" are widening in Kashgar and other regions of Eastern Turkestan since August of last year, at the same time it means that the resistance against Communist Chinese regime is gradually spreading from Hotan to other regions of Eastern Turkestan. At the same time the commander of the "special service group" Ismail Tilwaldi who has been sent to Hotan by Wang Lequan on August of 1999 was ordered to stay continually here and command the actions in Kashgar district, and the communist Ismail Tilwaldi proved to be faithful to his masters. In the final part of the first paragraph of his secret report Wang Lequan speaking about the juridical bodies said: "We must go back and examine thoroughly some of the most important cases, especially interrogate some of the criminals detained – work good on widening the ends of the thread". This words of Wang Lequan characterize him as provocateur and instigator, one other hand the statements he made like a judge demonstrate how the law in Eastern Turkestan is being violated, and that the situation in Eastern Turkestan is still like that of during the period of the "Cultural Revolution" when Communist Party Committees promulgated laws, and the Secretaries of the Party committees interrogated imprisons. At the same time this makes clear that the Uygurs political prisoners in Eastern Turkestan are being terribly tortured and many innocent people die in the prisons in the result of the torture. This is real situation with the human rights in Eastern Turkestan, where the Communist Party Secretary gives instructions to juridical bodies how to interrogate repeatedly prisoners; this shows the malicious nature of the Communist Party. 3. Glance at the "Service groups" The Secretary of the Party committee of so called "Autonomous Region" Wang Lequan in the second paragraph of his secret report informed about the main tasks of the special groups of agents and overseers sent to the villages under the mask of the "service groups".
